On February 17, 2011, the Federal Motor Carrier Safety Administration will host a public listening session on a proposed rule revising hours-of-service (HOS) requirements for commercial truck drivers. The public can participate in-person, online, or by phone. Check out the DOT’s Fast Lane blog for the full details on how to participate. In a related matter, the FMCSA has also extended the comment period on the HOS issue to March 4. Please be advised the United States Department of Defense has announced it will conduct GPS tests in the Southeast during two separate time frames(now through Feb. 11, and Feb. 15-Feb. 22) that will temporarily disrupt navigation systems for commercial truck drivers and the general public. Also affected will be GPS-based telematics systems available from Penske Truck Leasing’s FleetIQ portfolio including: CyntrX, PeopleNet and Xata.

As Penske Truck Leasing indicated in a blog post earlier this week, the company is bullish on hiring in 2011, with company recruiters attending U.S. technical school and U.S. college employment fairs.

“The good news for job hunters is that we are hiring again at a moderate pace across North America,” Penske’s Ken Hurley told “Move Ahead” in a Jan. 10 post. Hurley is Penske Truck Leasing's senior vice president of human resources.

A key but perhaps overlooked component of adapting to U.S. Environmental Protection Agency mandated 2010 emission technology requirements for commercial trucks is the effective use of diesel exhaust fluid (DEF) to support Selective Catalytic Reduction (SCR) technology.

Manpower recently issued its quarterly Employment Outlook Survey and it reported the most optimistic hiring expectations in more than two years. According to their survey, U.S. employers anticipate small staffing gains for Q1 2011. Their outlook for Q1 2011 is +9 percent, up from +5 percent during the same period last year and +5 percent during Q4 2010.

This slowly improving employment outlook was further highlighted by last week’s ADP report on U.S. private sector employment, which showed an unanticipated increase. Last Friday, a very slight drop in the overall unemployment rate was also reported by the U.S. Department of Labor.

While the trucking and logistics sectors continue to spring back from the Great Freight Recession it looks like a diesel price déjà vu scenario may be developing. According to the U.S. Energy Information Administration on-highway diesel prices have continued to climb and some trucking industry experts expect the fuel prices to stay that way.

“We are concerned over the run-up on diesel fuel prices,” stated Bob Costello, chief economist and vice president for the American Trucking Associations. “Diesel fuel is often the second-highest expense for many carriers, after driver wages, and depending on the type of operation, diesel can account for as much as 20 percent of operating expenses. This percentage can vary dramatically depending on the type of operation, the average length of haul, etc.”

Penske Ready for CSA

Penske Truck Leasing and Penske Logistics are ready for the U.S. Federal Motor Carrier Safety Administration’s (FMCSA) Compliance Safety Accountability (CSA) program a new way to measure and address commercial motor vehicle safety. The CSA initiative aims to improve the efficiency and effectiveness of FMCSA’s enforcement and compliance program to reduce commercial motor vehicle crashes, fatalities and injuries by:

  • Identifying unsafe carrier and driver behaviors that lead to crashes
  • Using all roadside inspections results and crash reports to identify safety deficiencies
  • Enabling more carriers to be contacted earlier and more frequently
  • Improving efficiency of investigations by focusing on unsafe behaviors, identifying root causes, and defining and requiring corrective actions
  • Employing a variety of interventions tailored to problems
  • Requiring sustained accountability of carriers

CSA replaces SafeStat, the FMCSA’s former safety operational program that limits its analysis of data to violations that result in out-of-service orders. But with CSA, all safety violations are included in the metrics. The stringent safety program comprises three new core components: a Safety Measurement System (SMS), an intervention process and tools that address violations and their causes, and an evaluation of safety performance.

Penske Truck Leasing will soon be placing the finishing touches on a state-of-the-art facility for commercial truck leasing, commercial and consumer truck rental, and contract maintenance in Garner, N.C. Garner is located near the state capital of Raleigh.

In August of this year, Penske hosted a groundbreaking ceremony in conjunction with the town of Garner that was attended by the mayor, economic development officials and major customers. Located in the Greenfield South Business Park, it is 12,000 square feet on 8.5 acres. It has three truck service bays, a wash bay and a two-lane fuel island.

The Comprehensive Safety Analysis (CSA) is a U.S. Federal Motor Carrier Safety Administration (FMCSA) initiative to improve large truck and bus safety and ultimately reduce crashes, injuries and fatalities. Various phases of this program have already been implemented throughout this year, but full implementation will not be completed until 2011, according to the FMCSA. Data from the program's Safety Measurement System (SMS) has now gone live.

The bad news is the cost to buy a new commercial truck has jumped more than 30 percent for heavy-duty and medium-duty trucks over the last few years due to new emission system technologies.
